On Tuesday November 10th, Minister Kruger announced sweeping changes to ORV regulations in BC. There are little details, and if you read the site, there is little information about how this is actually going to work out for the riders.

Please pass this along to all your frends so they can be better informed and let their MLA know how they would want this new management framework implemented. Notice there is nothing about the "user-pay" funds supporting trail stewardship and education, as we had asked for. My read is that all fees charged will be used for supporting ICBC and other "attributed" Government "expenses". (what a joke!!)

While the Minister has mentioned "user-fees" leading up to his public announcement, the only thing in the present iteration is to charge us a registration fee when we purchase a bike. This is to be "revenue-neutral" for the Government, i.e. all fees will go towards ICBC to administer the registration system. We should have all riders tell their MLA that they need to see a portion of the fees returned to them in the form of trail stewardship and education.

While this current Government initiative could be seen as the wedge to achieve most of the ORV recommendations. That is why all of the riders need to communicate with their politicians so we get the whole "enchilada", which is required to make this whole thing work well.

General Information

British Columbia intends to implement a management framework encompassing all off-road vehicles (ORVs); the regulations are expected to be in place by November 2011. The goal of the new ORV Management Framework is to develop regulations and policy that will encourage safe and responsible ORV riding and support a growing industry that has the opportunity to deliver lasting socioeconomic benefits to rural communities. The framework includes:

  • Enhanced safety measures should result in fewer deaths or serious injuries, especially among youth.
  • Improved tools to help compliance and enforcement officials identify irresponsible ORV riders and track stolen vehicles.
  • Opening up the Province by connecting our rural communities and contributing to a world-class trails system through the designation of numerous ORV public road crossings.
  • Environmentally-friendly muffler standards will reduce noise disturbance to wildlife and recreationists; spark arrestors will reduce the risk of forest fires.
  • Reasonable costs that will be based on a user-pay approach and comparable to other small vehicles.

3D Cycles (Abbotsford)
